JOB SUMMARY:

The Finance Director provides overall leadership to the entire Finance function.

 

Overall job function:

DUTIES AND RESPONSIBILITIES

Financial Forecasting, Analysis and Risk Management

  • Oversees investment of private funds to maximize return at an acceptable risk level
  • Assess and evaluates financial performance of organization with respect to organizational goals, budgets and forecasts, and provide analysis to the executive team on a regular basis
  • Provides useful financial insights to help make better decisions about formulating and executing strategy, and provide guidance and analysis to executive and operational management to improve results.
  • Ensures internal and external audit recommendations are implemented in a timely and efficient manner; including regular reporting to the SMT / Area Office on progress made​​​​​​

 

Financial Compliance

  • Establishes & implements standards, policies and processes across the organization & monitors functional areas to ensure compliance with HFHP/HFHI requirements.
  • Oversees tax functions and ensure compliance with IRS regulations
  • Coordinate audits with independent auditors and regulatory agencies
  • Enhances and implement financial systems, policies, procedures and tools
  • Interprets legislative and program rules and regulations to ensure compliance with all governmental, local and contractual guidelines

Financial Management and Reporting

  • Develops operating budget(s) and ensure programmatic success / organizational sustainability through cost analysis support, and compliance with all contractual and program requirements.
  • Reviews and ensures application of appropriate internal controls and financial procedures at headquarters and in field offices
  • Advises on the feasibility of projects, reviews proposed projects and status of ongoing projects, and makes recommendations on issues affecting the organization.
  • Oversees the management and coordination of all internal and external fiscal reporting activities for HFHP including, but not limited to:
  • Internal: organizational revenue/expense and balance sheet reports, cash flow reports / projections, reports to funding agencies, development and monitoring of organizational and project budgets.
  • External: comply with government financial and tax reporting requirements; BOI reporting; SEC reporting;
  • Monitors and maintains banking activities of the organization.

 

Strategic Planning and Management

  • Participates and contributes toward the achievement of Habitat Philippines annual and long range strategic planning objectives. This includes developing appropriate strategies, activities and key performance indicators; in addition to the development of sustainable business models.
  • Creates yearly financial objectives with the senior management team that align with organization’s strategies and current and projected grant portfolio
  • Develops annual revenue projections and organizational budget, monitor and make recommendations for adjustments throughout the year
  • Develops and manages an annual plan for the function such as treasury, budgeting, tax, accounting, purchasing, and information systems.
  • Presents financial reports and makes recommendations to the executive committee / Board of Trustees on matters pertaining to the departments function

JOB SUMMARY:
In accordance to the agreed directive of the NBOT and CEO of Habitat for Humanity Philippines, the Resource Development Director is responsible for leading and managing the various fundraising units of the organization to sustainably support the organization’s business objectives and funding targets.


The Resource Development Director collaboratively conceptualizes, develops and implements fundraising strategies with internal and external stakeholders, and capitalizes on opportunities for synergy to maximize fundraising efforts.

 

SPECIFIC DUTIES AND RESPONSIBILITIES

Fundraising Strategy Development

  • Collaboratively develops overall and channel-specific fundraising strategies and implementation plans to achieve the annual revenue targets.

 

Partnership and Fund Development

  • Provides over-all direction to achieve fund development targets and enhance over-all cash flow and assets of the organization; Leads a team of fundraisers to design and forge strategic alliances to achieve the annual revenue targets; Oversees and develops necessary and timely interventions in achieving the fund development objectives

 

Donor Engagement & Stewardship Strategy Development

  • Develops strategies to facilitate donor engagement and retention programs that will ensure sustainable pool of donors, across all segments, including individuals, corporate and institutional.

 

Corporate Communications and Branding

  • Provides over-all direction to achieve standards in Corporate Communications and enhance over-all brand image
  • Forges marketing and branding partnerships to create the ideal environment to achieve over-all public relations impact.

 

Department Management

  • Directs and manages the departments operation and activities through effective planning, preparation, implementation, control, reporting and evaluation.

 

Management Committee

  • Ensures that the Resource Development Department supports the over-all strategy approved by the NBOT and the CEO, and is complementary to other department’s strategy; creates team spirit to the overall strategic objectives.
  • Provides regular reports, open discussions with the Senior Management Team, the NBOT, campaign cabinets and Habitat for Humanity International to ensure effective fundraising strategies are consistent with the over-all strategic objectives.

JOB SUMMARY:

The Negros Occidental Impact 2025 Area Program Manager (APM) is responsible for the day-to-day leadership, operational oversight, and administrative control of the Negros Occidental Impact 2025 project. The position supports the Habitat network, particularly the National Director and Program and Operations Director of Habitat Philippines, in liaising with NOI25 project stakeholders and in driving the strategic direction of the project.

 

DUTIES AND RESPONSIBILITIES

  • Oversees the planning and overall implementation of the project and is responsible for ensuring the timely and efficient conduct of project activities that result to quality outputs. The APM also ensures the compliance of project activities to relevant regulatory bodies and the alignment of these activities to Habitat Philippines policies and guidelines. (50%)
  • Manages the relationship of project stakeholders internal and external to the Habitat Network. Particularly the engagement with partner-LGUs and home partner families. The APM also supports the National Director in engaging with the Hilti Foundation on a strategic level and in liaising with the NOI25 Leadership Coalition partners. (20%)
  • Leads identification, mitigation, and monitoring of project risks particularly of those that are critical to achieving the goals of the project; and ensures that these risks are properly communicated to key project stakeholders. (10%)
  • Provide oversight to the project financial management and reporting including cashflow and budget management and monitoring contractual obligations. (10%)
  • Manages changes and interventions to ensure project goals are achieved and ensures adequate human resource capacity of the project and facilitate cross functional and cross departmental team for program learning and coordination. (10%)
  • Other duties as assigned by the Habitat Philippines national Director related to the project.

QUALIFICATIONS AND SKILLS

  • Bachelor’s degree or master’s degree in business-related fields.
  • 7 – 10 years of work and leadership experience in managing projects related to housing and housing construction.
  • Experience in managing stakeholders.
  • At least t5 years of experience working with the local government units, the civil society and informal settler families on socialized housing projects, preferably in the Philippines.
  • Proficiency in project management, development of workplans, financial management and analysis, preferably knowledge in LGU’s procurement process.
  • Knowledgeable in handling and resolving operational issues in housing and construction, land banking, and resource development for socialized housing.
  • Experience in stakeholder relationship management, negotiation, and building partnerships or coalitions between different sectors and institutions.
  • Exposure to project-based enterprise risk management; and project monitoring and evaluation.
  • Outstanding verbal, written, and visual communication skills.
  • High proficiency in English and knowledge of spoken dialect, Ilonggo, is an advantage.
  • Work experience with LGUs in Negros Occidental is an advantage

JOB SUMMARY:

The HRLOD Specialist supports initiatives to achieve a sustainable organization by implementing organizational development strategies and supporting the organization’s mission of growing the skills and capabilities of its people by helping to determine the learning and development needs of the employees.

 

JOB SPECIFIC DUTIES AND RESPONSIBILITIES

Organizational Development (Priority)

JOB SUMMARY:

Reporting both to AP Office and PNO, this role will be responsible to support the capacity building and integrate disaster risk reduction, disaster response, preparedness, mitigation, and Climate Change Adaptation (CCA) measures, as appropriate to the context of Branch and National Organizations (NOs).

 

JOB SPECIFIC DUTIES AND RESPONSIBILITIES

 

Asia Pacific (AP) operations - 50%

 

I. Disaster Response

Support Habitat National Offices in responding to humanitarian or emergency situations

  • Participate in shelter cluster coordination, donor, and government meetings during emergency response.
  • Assist the Program Directors / national Directors of the National Offices to formulate action for response.
  • Provide direction, leadership and backstop support for the development, oversight, and management of disaster response interventions.
  • Support the design, implementation, monitoring and evaluation of disaster response programs.
  • Facilitates the communications, conduct assessments, supports conceptualization and design of disaster response interventions in collaboration with Headquarters (HQ), other Area Offices (AOs), National Organizations (NOs), Branch Offices and Partners on disaster response program developments and monitoring.

 

II. Disaster Preparedness

Support the capacity building of Habitat for Humanity (HFH) affiliated entities to implement disaster response programs

  • Ensure effective, practical, field operations plans which will facilitate country specific disaster responses are integrated and addressed in country DR³ Plans and country strategic, contingency and management plans.
  • Design, promote, facilitate and participate in disaster response (rapid response) training activities to increase the capacity of NOs, Branch Offices and Partners.
  • Assist the NO’s in the prepositioning of shelter kits and provide guidance to define a minimum standard kit.
  • Promote the use of cash voucher assistance (CVA) and provide capacity strengthening initiatives.

 

Engage and connect HFHI to peer agencies and networks (internal and external), authorities and the DR³ donor communities

  • Engage in partnership cultivation and development for activation in response to disasters within AP
  • Support collaborative resource development for disaster response initiatives within AP particularly those related to the AP DR³ Reserve Fund
  • Engage and support in the development of industry-wide position papers, best practice documents and standards on behalf of HFHI-AP and HFHI in relation to disaster response
  • Contribute to the timely and appropriate use of the AP DR3 Portal

 

Advance the development of the HFHI AP DR³ Community of Practice

  • Manage the AP Rapid Response Roster (member recruitment, database maintenance, members' capacity building monitoring) in collaboration with AP HR.
  • Contribute in the HFHI Global DR³ Community of Practice when required.
  • Participate in and help create opportunities for on-going interactions between DR³ SMEs throughout AP region.

 

III. Disaster Risk Reduction and Mitigation

  • Build capacity of HFHI and HFH affiliated entities to design, monitor and implement disaster risk reduction  and mitigation strategies and programs.
  • Works closely with HQ, NOs, Branch Offices and Partners to conduct assessments in support of conceptualization and design of appropriate disaster risk reduction and mitigation regional and country strategies and program interventions;
  • Facilitate the development of DRR and mitigation intervention in collaboration program team in line with AP and country strategic business plan ensuring that it is within external standards in community resilience programming, with emphasis on international standards, such as SPHERE, IASC, Core Humanitarian Standards, ALNAP etc.
  • Ensure that disaster risk reduction and mitigation intervention are integrated and addressed in country DR³ Plans and country strategic plans and management;
  • Provide technical advice on resilience-building in disaster prone contexts.
  • Supports the development of systems, SOPs, TOR and guidelines to enhance HFH’s readiness to respond to disasters.
  • Be available for emergency disaster response deployments as necessary.
     

Habitat Philippines- 50%

Develop DR3 program plans, ensure its smooth implementation, and coordinate the team’s performance of project tasks and activities that may include, but are not limited to:

Disaster Response / Preparedness/ Risk Reduction

 

Lead the implementation and response to humanitarian/ emergency situations, preparedness plans and Risk Reduction Measures

  • Participate in shelter cluster coordination, donor, and government meetings during emergency response representing habitat Philippines as a strategic partner in housing interventions.
  • Formulate emergency response plans for Habitat Philippines to effectively respond. 
  • Design, manage, implement, monitor and evaluate disaster response, risk reduction and mitigation (DR3) and climate change adaptation (CCA)  programs and strategies.
  • Support and collaborate the resource development efforts to raise DR fund.
  • Assist the hubs in the implementation of DR3 projects
  • Facilitates the communications, conduct assessments, supports conceptualization and design of disaster response interventions, and coordinate with the AP office, as necessary
  • Identify/deploy surge teams for response from within Habitat Philippines teams or seek assistance for surge support from the Area office depending on the scale and level of disaster.
  • Ensure effective, practical, field operations plans which will facilitate Habitat Philippines specific disaster responses are integrated and addressed in country DR³ Plans and country strategic, contingency and management plans.

  • Design and improve the guidelines on the use of cash voucher assistance (CVA) in program interventions and provide capacity strengthening initiatives.
  • Engage and connect with peer agencies and networks (internal and external), authorities and the DR³ donor communities.
  • Advance the development of DR³ Community of Practice.
  • Facilitate the development of DRR and mitigation intervention in collaboration with program team in line with Habitat Philippines country strategic business plan ensuring that it is within external standards in community resilience programming, with emphasis on international standards, such as SPHERE, IASC, Core Humanitarian Standards, etc.

JOB SUMMARY

The Community Development Staff for the Negros Occidental Impact 2025 Project is responsible for (1) documenting and validating the Family Selection processes; (2) contributing to the preparation of the monthly accomplishment report; and (3) assisting Community Development Team in conducting Community Development Activities.

 

DUTIES AND RESPONSIBILITIES

 

1. Assist in implementing the community development function of the NOI25 Project (45%)

  • Assist in complying and implementing community development program;
  • Assist in the conduct of community research (Homeowners Profiling and Community Need Assessment)
  • Assist the actual validation of target homeowners;
  • Ensure that community development standards and processes comply with HFHP requirements
  • Assist in the documentation of good practices and life changing stories of homeowners.
  • Assist in feedback giving sessions or activities to address homeowners' issues and concerns.
  • Monitor and consolidate reports of sweat equity progress per person and submit to Community Development Specialist;
  • Coordinate with construction team to identify construction related task that will be assigned to partner beneficiaries rendering sweat equity;
  • Document and report any concern related to sweat equity or partner beneficiary rendering sweat equity

 

2. Assist community development team in establishing good working relationship with local partners and stake holders in support of the community development goals (20%)

  • Assist in profiling local partners such as LGUs, NGOs and CSOs
  • Assist community development team during partnership meetings
  • Assist in lobbying for support from partners to Habitat for Humanity Philippines’ community development activities;
  • Coordinate with relevant agencies for needed support of livelihood association

3. Assist Community Development Team in the implementation of social preparation activities of the project (30%)

  • Assist in the compliance of family selection processes to HFHP standards such as actual validation of potential homeowners
  • Ensure proper filing and safeguarding Homeowners Profile and relevant documents
  • Conduct regular encoding and updating of homeowners database
  • Assist in implementimg programs to develop community leaders and members
  • Assist in the preparation of annual community development plan among HOA’s.
